The
Bioethics Committee of the International Higher School of Medicine (IHSM) is an independent expert body responsible for conducting ethical review of biomedical and clinical research carried out within the framework of the University’s scientific and educational activities.
The main objective of the Committee is to ensure the protection of the rights, safety, well-being, and dignity of individuals participating in biomedical research.
The Committee operates in accordance with the legislation of the Kyrgyz Republic, international ethical standards, and principles governing clinical research, including the provisions of the
Declaration of Helsinki of the World Medical Association and the rules of
Good Clinical Practice (GCP).Main Responsibilities of the Committee
- conducting ethical review of biomedical and clinical research;
- evaluating the scientific, legal, and ethical aspects of proposed research projects;
- ensuring the protection of the rights of research participants;
- issuing decisions on the approval or rejection of research projects;
- monitoring ongoing studies and ensuring their compliance with international ethical standards;
- reviewing amendments and modifications to research protocols.
Composition of the Committee
The Bioethics Committee is composed of specialists in the fields of medicine, biology, humanities, and social sciences.
The Committee consists of
5 to 15 members who possess the necessary experience and qualifications to conduct comprehensive ethical evaluation of research projects.
The Committee structure includes the following positions:
- Chairperson of the Committee
- Deputy Chairperson
- Executive Secretary
- Members of the Committee
Members of the Committee are appointed for a
five-year term and are required to adhere to the principles of independence, confidentiality, and objectivity when reviewing research proposals.
Working Procedure
Meetings of the Bioethics Committee are held
at least once per quarter. During these meetings, the Committee reviews documents submitted by researchers, including research protocols, summaries of scientific work, and informed consent forms for patients.
Based on the review, the Committee may issue one of the following decisions:
- approval of the research project;
- conditional approval with recommendations for revision;
- postponement of the decision pending additional information;
- rejection of the research project.
