The Rectorate Council is established by an order of the Rector. Its members include vice-rectors, heads of structural units, and other specialists appointed in coordination with the university leadership. The Rector of IHSM serves as the Chairperson of the Rectorate Council.

Meetings of the Council are held on a regular basis in accordance with the approved schedule. Decisions adopted during the meetings are documented in official minutes, which specify implementation deadlines and responsible persons.

Education Quality Council
The Education Quality Council of the International Higher School of Medicine is a collegial advisory body that ensures the development and implementation of the university’s policy in the field of education quality.

The Council coordinates strategic planning within the quality management system, reviews the results of internal audits, analyzes the effectiveness of educational processes, and makes decisions aimed at improving the system of quality assurance in education. The Council includes members of the university administration, heads of structural units, representatives of academic departments, and the student community.

Education Quality Committee
The Education Quality Committee operates under the Education Quality Council and ensures the practical implementation of the university’s quality management system.
The Committee monitors the functioning of the quality management system, analyzes the results of internal audits, participates in the development and updating of regulatory documents, and prepares proposals and materials for consideration at meetings of the Education Quality Council. The Committee’s activities involve internal auditors, university staff, and representatives of structural units.

The Board of Trustees of the International Higher School of Medicine is an advisory body established to support the development of the university’s educational, scientific, and material-technical infrastructure. The Board brings together representatives of the academic community, business sector, public organizations, and other stakeholders.

The main objective of the Board of Trustees is to support the strategic development of IHSM, attract additional financial and investment resources, and ensure transparency and efficiency in their use.

The Board contributes to strengthening the university’s infrastructure, improving the educational process, protecting the interests of students, and enhancing the overall effectiveness of the university’s activities. Meetings of the Board are held regularly and focus on discussing key issues related to the development of IHSM.

The Budget Committee of the International Higher School of Medicine is a permanent collegial body responsible for planning, coordinating, and overseeing the University’s financial activities.

The Committee ensures the preparation and approval of annual budgets, monitors their implementation, and develops management decisions aimed at achieving the University’s strategic and operational objectives.

The activities of the Budget Committee are focused on improving the efficiency of financial resource utilization, ensuring transparency of the budgeting process, and supporting the sustainable development of IHSM.

The Academic and Methodological Council (AMC) of the International Higher School of Medicine is a permanent collegial advisory body aimed at coordinating and improving the academic and methodological activities of the university. The main objective of the AMC is to enhance the quality of the educational process and to improve the methodological support for student training.

The Council considers issues related to the development of educational programs, updating academic and methodological materials, the implementation of modern educational technologies, and increasing the effectiveness of the educational process. The AMC coordinates the activities of departments and structural units in the field of academic and methodological work and promotes the implementation of advanced pedagogical practices.

The AMC consists of a Chairperson, Deputy Chairperson, Secretary, and Council members, including heads of departments, specialists from the academic and methodological department, and members of the teaching staff. The Council operates on the basis of an annual work plan and conducts regular meetings where decisions are made to improve the university’s educational activities.

The Scientific and Technical Council (STC) of the International Higher School of Medicine (IHSM) is a collegial expert and advisory body that coordinates the research and innovation activities of the University. The Council considers issues related to the planning, organization, and implementation of scientific research, as well as the training of highly qualified scientific and academic personnel.

The main objective of the STC is to enhance the effectiveness of research activities carried out by faculty members, young researchers, doctoral candidates, postgraduate students, and students, as well as to promote the integration of science, education, and practical application.

The Council reviews and approves research priorities, dissertation topics, and plans for scientific events; analyzes the outcomes of research activities of the University’s structural units; and develops recommendations for the further development of research and innovation activities at IHSM.

Meetings of the Scientific and Technical Council are held regularly in accordance with the approved work plan.

The Bioethics Committee of the International Higher School of Medicine (IHSM) is an independent expert body responsible for conducting ethical review of biomedical and clinical research carried out within the framework of the University’s scientific and educational activities.

The main objective of the Committee is to ensure the protection of the rights, safety, well-being, and dignity of individuals participating in biomedical research.
The Committee operates in accordance with the legislation of the Kyrgyz Republic, international ethical standards, and principles governing clinical research, including the provisions of the Declaration of Helsinki of the World Medical Association and the rules of Good Clinical Practice (GCP).

Main Responsibilities of the Committee

• conducting ethical review of biomedical and clinical research;
• evaluating the scientific, legal, and ethical aspects of proposed research projects;
• ensuring the protection of the rights of research participants;
• issuing decisions on the approval or rejection of research projects;
• monitoring ongoing studies and ensuring their compliance with international ethical standards;
• reviewing amendments and modifications to research protocols.

Composition of the Committee
The Bioethics Committee is composed of specialists in the fields of medicine, biology, humanities, and social sciences.

The Committee consists of 5 to 15 members who possess the necessary experience and qualifications to conduct comprehensive ethical evaluation of research projects.

The Committee structure includes the following positions:

• Chairperson of the Committee
• Deputy Chairperson
• Executive Secretary
• Members of the Committee

Members of the Committee are appointed for a five-year term and are required to adhere to the principles of independence, confidentiality, and objectivity when reviewing research proposals.

Working Procedure
Meetings of the Bioethics Committee are held at least once per quarter. During these meetings, the Committee reviews documents submitted by researchers, including research protocols, summaries of scientific work, and informed consent forms for patients.

Based on the review, the Committee may issue one of the following decisions:

• approval of the research project;
• conditional approval with recommendations for revision;
• postponement of the decision pending additional information;
• rejection of the research project.
